Policy Vision meeting on the role of external evaluation

The Policy Vision meeting organised within the Quality Assurance (QA) component of the project Enhancements in quality of education and training in SEE – EQET SEE took place on 3rd March 2022 in Belgrade, Serbia.

More than 40 relevant policy makers, including ministries’ representatives, representatives from quality and VET agencies and practitioners who influence or are included in policy making from the seven economies of the South East Europe (Albania, Bosnia and Herzegovina, Kosovo*, Montenegro, North Macedonia and Serbia) and Moldova gathered on this occasion to explore the role of external evaluation of institutions and approaches to continuously improve quality, efficiency and effectiveness of the QA processes, in order to reach the shared positions or regional vision on common aspects of the external evaluation.

The first part of the meeting, opened by Ms Tina Saric, Director of the ERI SEE, and Mr Mounir Baati, Senior Human Capital Development Expert at the ETF was devoted to presenting the concepts, functions, results and impact of the external evaluation – done by Ms Melanie Ehren, professor at the Free University of Amsterdam, as well as the presentation of the Dutch concept of quality assurance and their evaluation systems – given by the expert Herman Franssen. Their presentations were followed by an insight of the practitioner, Ms Gordana Pavlovic, external evaluator, pedagogical adviser and a teacher at the “Sava Sumanovic“ Grammar School, Sid, Serbia, on how schools perceive external evaluation and what impact it makes on them.

The types and purpose of external evaluation in the seven economies of the region were consequently presented by the National Coordination Points (NCPs) of the QA component of the EQET SEE project: Ms Teuta Cobaj and Ms Etleva Kaculi (AL), Ms Biljana Popovic (BA), Mr Milot Hasangjekaj (XK*), Ms Vesna Babovic (ME), Ms Stela Guvir (MD), Ms Ardijana Isahi Palloshi (MK) and Ms Gordana Capric (RS).

During the second part of the meeting participants discussed how the external evaluation in the region could be improved and what it should achieve in long-term and mid-term, together with concrete steps on how to increase the impact of external evaluation on quality development of schools, how to make it more encouraging and how to increase partnership between schools and external evaluation.

The QA component of the EQET SEE project is focused on supporting external quality developments and quality culture at the system level and school level, as well as contributing to internal quality developments at the quality assurance agencies.

The EQET SEE project of 2 million EUR total value is funded by the Austrian Development Agency with funds of Austrian Development Cooperation and co-funded by the ERI SEE.
