Regional standards for external evaluation

The Regional competence standard for external evaluators has been developed within the project Enhancements in the quality of education and training in SEE – EQET SEE and its Quality Assurance (QA) component.

Regional Working Group, comprising of more than thirty nominated experts from the seven economies (Albania, Bosnia and Herzegovina, Kosovo*, Moldova, Montenegro, North Macedonia and Serbia), with support of the Dutch expert for external evaluation of institutions in pre-tertiary education Mr Herman Franssen and representatives of the ERI SEE Secretariat jointly worked on the document proposal and agreed on its final structure and content.

The Regional standard of competences for external evaluators comprises of the sections on external evaluator Job profile, Entry requirements and six standard domains: Core competences, Professional practice for external evaluation, Interpersonal communication and competences, Methodology of evaluation, Leadership and management, and Context.

On the basis of this document, the questionnaire for external evaluators training needs assessment will be developed, followed by the elaboration of programme for external evaluators training based on identified needs for support.

The regional document will be adjusted for use on the national level in all seven economies and integrated into the national systems by the end of 2022.

Development and adoption of the standard of competences is one of the key steps towards the standardization of a profession of external evaluator. Along the external evaluators training needs analysis, training programmes elaboration and implementation, and improvement of human resources management policies planned within the EQET SEE project and its QA component it will lead towards increasing the capacities of quality assurance agencies and external evaluators in the South Eastern Europe and Moldova and creating a more effective, cost efficient and cooperative quality assurance processes in pre-tertiary education.
