Online Regional Meeting for the Presentation of Regional Quality Guidelines, November 11, 2024

The Online Regional Meeting for the presentation of the Regional Quality Guidelines for Quality Assurance Agencies in Education Systems was held on November 11, 2024, within the  “Enhancements in the Quality of Education and Training in SEE – EQET SEE” project, co-funded by the Austrian Development Agency. The meeting gathered around 21 participants, including EQET SEE National Coordination Points (NCPs) and nominated experts from Albania, Bosnia and Herzegovina, Kosovo*, Montenegro, Moldova, North Macedonia, and Serbia.

The agenda featured a presentation of the draft Regional Quality Guidelines by ERI SEE Director Tina Šarić, who presented the draft structure and content of the guidelines to the participants. The content included recommendations regarding the use of the regional and national standard of competences, training needs analysis, the relevance of organizing training programmes and transparent recruitment process. The presentation was  followed by an open discussion where participants shared insights and feedback, including the one regarding the title of the guidelines should be re-considered and focus more on the actors included in the external evaluation process. One of the chapters is dealing with the quality management of the quality assurance agencies, for which 2 experts were invited to present one quality management tool – Common Assessment Framework (CAF), developed by the European Commission for public administration institutions. The experts were held   by  by Tihana Puzić, Deputy Head of the European CAF Resource Centre, and Olivera Damjanović, external expert in Quality Management appointed by ReSPA (Regional School for Public Administration, also hosting the Western Balkans Quality CAF Resource Centre), who illustrated the model’s relevance for public institutions’ quality management.

In the concluding session, participants explored how the CAF Model and other quality management tools and systems could be integrated into the guidelines. This feedback will guide the final adjustments to the document, aligning it with the quality needs of the actors in the external evaluation process.
