Developed within the EQET SEE project and published in December 2024, this document provides a practical framework for quality assurance agencies in South Eastern Europe and Moldova. It includes regional tools for the recruitment, training, and assessment of external evaluators, introduces ISO and CAF quality management models, and promotes the integration of environmental, social, and gender aspects into evaluation practices.
