TRAINING FOR EXTERNAL EVALUATORS

The report Systems of Quality Assurance in Pre-tertiary Education in South Eastern Europe and Moldova offers an in-depth analysis of the current quality assurance systems in vocational education and training (VET) and general education across seven economies: Albania, Serbia, Bosnia and Herzegovina, North Macedonia, Montenegro, Moldova, and Kosovo*. The report covers key aspects, including the relevant legislation, the institutions responsible for overseeing quality assurance, and their specific mandates. A critical focus is placed on the external evaluation systems, providing a detailed examination of institutional frameworks, the processes of internal and external evaluation, and the roles and responsibilities of external evaluators.

Moreover, the report addresses significant issues such as the entry requirements and qualifications needed to become an external evaluator, the training and monitoring processes evaluators undergo, and how these elements fit into the broader quality assurance framework. The analysis also highlights challenges identified in the current systems, offering insights into the operational dynamics of institutions and evaluators within the region’s education quality assurance efforts.

Based on the findings of this report, the Regional Training Programme for External Evaluators was developed under the Enhancements in the Quality of Education and Training in South Eastern Europe (EQET SEE) project. The training programme is designed to strengthen the capacities of external evaluators across the seven economies: Serbia, Bosnia and Herzegovina, Montenegro, Kosovo*, Albania, North Macedonia, and Moldova. It is founded on the Regional Standard of Competences for External Evaluators, ensuring a consistent framework for evaluator qualifications. Additionally, the programme was shaped by the results of a comprehensive Training Needs Assessment conducted at the regional level, identifying specific areas where evaluators require further support and training.

The core training modules are designed to equip external evaluators with the fundamental skills and knowledge required for conducting evaluations in educational institutions. These modules were developed by experts from the Portugal, Isabel Maria Borges Furtado Dias Barata and Rosa Celeste de Almeida Micaelo, who contributed their extensive experience in educational evaluation to the programme.

In addition to the core content, the programme includes modules that address  sustainability topics:

  • Social Sustainability and Gender Equity: Developed by Professor Dragan Stanojević, this module focuses on how external evaluators can assess the social responsibility of educational institutions.   • Environmental Sustainability: Created by Professor Ermelinda Mahmutaj, this module highlights the importance of promoting environmentally friendly practices within educational institutions. It focuses on integrating environmental awareness not only into school operations but also into the curriculum, encouraging schools to adopt sustainable practices that contribute to long-term environmental goals.
